Had a really hard time improving over the years

A lot with games I play I tend to hit a wall where I can't really get better
I've been able to play Expert since I was 8, so 8 years, and still I'm WAYYYY behind. I can't FC a song if it has even the bit of a difficult solo. I really have a hard time with things like https://youtu.be/zuskm0SKZGk?t=2m50s
I've seen people improve way faster than me so I've been wondering lately if I'm just doing it wrong. Are there certain techniques I should be learning or a certain way I should be practicing? I've had the same problem with drums. I'm just above average, that's it.
I'll note that over the past few years the only way I've been able to play guitar on the Ps2 with a GH2 guitar and when it comes to drums I've gone through multiple RB1 drum sets because it's been the only way to play
