I had the same thing the other day happen to me..
I was activating on RY notes- thus "missing" those notes on the activation - but not losing my combo..

Well, it's not ScoreHero, so obviously you're allowed to put 100% in the video title. I wouldn't just explain yourself in the description, though, I would put those message bubbles up at the end of the video when it shows 99% so all of those people who don't read descriptions would still see why you put 100% in the title.

Overall, yes, it's ok.

Is this just on drums? I overstrummed on Eye of the Tiger on guitar and it still showed 100% despite not having a full combo

Yes, this is only on drums. If you overstrum but still hit every note on guitar, it's still a 100%, just not a full combo.

The point is on drums you can get a FC with only 99%, where with guitar you MUST have 100% for it to be a FC...

Yeah, the game counts missed notes during activations as actual missed notes even though they don't break combo. Like a previous poster suggested, just explain yourself with annotations. Perhaps put one right on the note on which you activate to show that it was missed but still didn't break combo.
