It's obviously about a hack based super mario world. It even mentions emulators.

Emulators arent hacks, you are thinking of ROMs. Emulators are legal. All an emulator really does is become something like a simulator, basically a program that makes a PC behave like a SNES/NES (what ever system the Mario Brothers game is on) allowing you to play the game on your PC as if you were playing it on the original system. Its very commonplace with older games, as their original systems become harder and harder to find.
