Let's see...
Vermilion Pt 2 by Slipknot has gotten me a few times
Rock N' Roll Suicide by David Bowie got me once or twice.. That's all I can really think of right now.

Ya, I know the original song is by NIN, But even Trent Said That the song isnt his anymore. he also legit cried during a concert when he played it.

Yeah, the way he plays it really twists your heart. I must admit I felt a bit down after listening to it.

I know this one is cliched nowdays, but "Cemetery Gates" and the first part of "Hollow" by Pantera seems to make me feel a tad negative. But for me, musics effect on me will go by my mood most of the time.

"This reflects the mood of lead singer Billy Corgan, who was very depressed when he wrote it. Corgan was in therapy, suffering from writer's block, and struggling with expectations that The Smashing Pumpkins would be the next Nirvana."

"Corgan: "I was really suicidal. I just thought it was funny to write a song that said today is the greatest day of your life because it can't get any worse."

Then some of the lyrics.

"I wanted more
Than life could ever grant me
Bored by the chore
Of saving face

Can't wait for tomorrow
I might not have that long
I'll tear my heart out
Before I get out

Pink ribbon scars
That never forget
I tried so hard
To cleanse these regrets
My angel wings
Were bruised and restrained
My belly stings

Today is the greatest day
That I have ever really known"

Yeah those songs get me a little down but I still love them; I have no clue why, though.

I'd say the most emotional song I've ever heard would have to be Undertow by Pain of Salvation... it's also an epic song.
Other pretty emotional songs for me:
Shooting Star - Bad Company
The Best of Times - Dream Theater
Hope Leaves - Opeth
*A whole lot of other Pain of Salvation songs*

Songs that are emotional in a completely different type of way...
The Flame Deluge - Thrice
The Light and The Glass - Coheed and Cambria

...kinda out there, I know. Dunno what it is.

It doesn't actually bring me to tears of sadness but The Spirit Carries On by Dream Theater sometimes does just because of how beautiful it is.

http://www.youtube.com/watch?v=W70LZxzp2js - This version is IMO even better than the studio recording.

Quite a few songs tend to have emotional value with me, but the only one that ever broke me down is "I Will Follow You Into The Dark," by Death Cab For Cutie. The lyrics are actually lovey and cutsey, and the song itself is just acoustic strumming for the most part. However, it was a song my ex-girlfriend showed me and we kinda agreed the song fit perfectly for how we feel for each other. So, I basically made an emotional connection between her and the song and, for a time after we broke up, the song would just make me stop in my tracks and do nothing. It's saddening, but I don't really feel too bad nowadays when I hear it.

Air The Enlightenment by A Skylit Drive

I don't know what it is. The song just has a really sad vibe.

I forgot about this one. It's one of my most rarely played on Rock Band 2 for that reason. It's general sound is very depressing... Plus it has a personal tie-in with me I won't get into.

Umm, you do know that song is about your girlfriend killing herself then you doing the same??

Also, Where Did You Sleep Last Night by Nirvana. Unplugged, that last look from Cobain gets me everytime.
